    Default Provide Removal

I think there might be an error in the usage of the verb 'provide' on a website:

"The Providence VA Medical Center has a requirement for a contractor to provide the removal of solid waste trash, and/or refuse."

"Removal of something" is an activity, not an object or information or advice. To "provide an activity" sounds weird. Could the example be wrong, or is my analysis defective?
