    Proceed to evacuation or proceed to evacuate

    Any trained competent person should where possible attack fire with appropriate equipment (see compatibility table in Appendix). If successful, DO still proceed to evacuation, and communicate all information to a fire marshal and/or fire brigade.

    Both work. I'd go for the verb.
