    Need a help on framing a question

    * Are you proficient in German language ?

    Is this a right question to be asked from a person if know to read ,write,speak German language ?

    I would put "the" before "German".

    or just "... in German."
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
