Which is correct or are both correct? I think "where" doesn't fit here.

"Where" works OK in number 1. Number 2 is incorrect. Informally, one could say: "This is the restaurant (that) I want to go to."

No, but if you want to be very formal you can say "This is the restaurant to which I want to go. [STRIKE]to[/STRIKE]"
