    Default stopgap spening legislation?

    The Senate on Friday approved stopgap spending legislation to keep the federal government open without gutting President Obama’s health care law

    Above sentence is from a news article. The meaning is not clear, I know that the senate approved stopgap, but why stopgap is followed by 'spending legislation'?
    If the sentence is like this: The Senate on Friday approved stopgap to keep the federal government open without gutting President Obama’s health care law
    then this can be easily understood, but not sure how 'spending legislation' works in this sentence

    They approved some legislation concerned with "stopgap spending" - money to be spent as a stopgap until actual funding is sorted out.
    Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
