Default We were surprised at the sight.

Are the following sentences passive voices? I read a book, the author said they are passive voice.

    1. We were surprised at the sight.
    2. I'm satisfied wth the plan.

    Thanks.

Difficult to say. Both could be predicate adjectives following a linking verb.

    Thanks Mike

What do you mean by "Difficult to say"? It seems that they are not passive voices.

"Difficult to say" means that the constructions fit both forms. Past participles can be parts of verbs or adjectives.
