    Can i say
    I have to owe you a lot.
    I should use I owe you a lot ONLY (even when I want to give stress to that word)

    you can just use the second sentence. the first one is not only ungramatical, but also nonsense and goesn't guide the listener to the meaning.

    "I have to" means there is compulsion to do something. "I can't visit tomorrow, I have to go to the dentist".

    That doesn't make sense with "owe", because either you are in somebody's debt or you are not. Nobody would ever say: "Now, owe this person five pounds immediately!"
