    call on

    It's from this book again.
    Does "called on" here mean called by phone or invited to?
    "All heads of state called on President not in some gray institutional surrounding, but in the local equivalent to the Palace of Versailles, complete with fountains, gardens, and enough playthings to keep the choosiest of privileged society busy feeling busy - and pampered."

    You could have guessed as much, meliss, because it's not followed by 'to...' as in 'they called on the President to build a plainer residence'.
