The layers of volatile gases and liquids

The layers of volatile gases and liquids near and above the surface of the Earth are of prime importance, along with solar energy, to maintaining of life on Earth.

Is "to" in "in maintaining" preposition? or it's the same as "in order to" , "so as to"? Does it refer to importance?

    Thanks!

... are of prime importance, along with solar energy, in maintaining life on Earth.

Note that "of" after "maintaining" is incorrect.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

I agree that 'of' is wrong, but I'd accept and would probably write, "They are of importance to maintaining life on Earth." "... important to the maintainance of life on Earth."

So we can use "importance + to?". Right?

This text came from TOEFL iBT reading passages. (I hope that you don't consider this question again as an appalling one. I'm not a person who made up Toefl questions!)
