    Would you please illuminate this usage of "only to"? What's the exact meaning of that?

    This university's programs are second only to those of Harward.

    It's not 'only to'. It's 'second to' reinforced by 'only' = 'second to nobody except ... '.

    It is "Harvard". Whichever university this statement refers to is behind Harvard but behind no other university.
