Does only "Are you learning " work here? Not "Do you learn"? The difference taught here in this example is that the latter, present progressive is about the recent or right now activity, while the present is for a long time?

It's not colloquial. 'Are you learning?' means 'Are you having lessons?'

In the context given, I might also ask 'Do you play the guitar?' — not 'Are you playing the guitar?'
