    I would rather they not travelling ...

    "I would rather that they do not travel during the bad winter, …" – INCORRECT


    "I would rather that they didn’t travel during the bad winter, …" – CORRECT



    Would "I would rather they not travelling during the bad winter, …" be correct, please?

    No. However, "I would rather [that] they not travel ..." would be correct. "I would rather that they did not do any travelling ..." would also be correct, though not as natural.
    Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
