    Does this sentence feel natural to you? :

    As far as the impact of culture on economic development is concerned, it should neither be downplayed nor overplayed.

    Or do you think this is better? :

    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
