    rather than

Indeed, every table of alues, every ''thou shalt" known to history or ethonology,
requires first a physiological investigation and interpretation,
    rather than
a psychological one; and every one of
them needs a critique on the part of medical sicience.

    My question:
    1) How to understand the phrase ''rather than" grammatically?
    2)What‘s the phrase's meaning ?

    Thanks!
