Default "... when you see someone who needs help?"

Don’t we have an expression in English other than can I help you, might I help you, any help when you see someone needs to help them "... when you see someone who needs help?"

"... when you see someone who needs help?" (best), or " when you see someone who needs someone to help them?"

Can I do anything for you?
    Can I do anything useful?
Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
