    He is mean and petty and rather foolish. I don't remember if he did anything illegal. He does not make me think "crook."

    In BrE, you don't necessarily need to break the law to be a crook, but you do need to do something bad. I haven't seen Shrek, but mean and foolish isn't enough for me- you need to be dishonest.
