    He was chosen to go first into the dangerous situation by the luck of the draw. They may have drawn straws, and the one with the shortest straw was selected.

    (Not a Teacher)

    It means it was decided by a game of chance, such as drawing cards or straws. "Luck of the draw" can also be used in reference to anything decided by luck. When drawing straws, you make sure that one of the straws is shorter than the rest, then you adjust the straws in your fist so that all appear to be of similar length before presenting them.
