    hmm.. I've seen this expression used in the context of selling domain names on the internet. A person or company registers a domain name, and then promotes the site through spam emails and so on, to "pump up" the number of hits the website gets, making it seem more desirable to a potential buyer. When it is sold it is effectively "dumped" hence the expression "pump and dump." There may be a sexual connotation as well.

    run up the price of a stock and then sell it off before it goes down again
