Default What does this sentence mean?

    Here it is.

"The funds are NOT OTHERWISE available." Does it mean the funds are available no matter in which way? Since I am confused with the word "otherwise" always even after looking up dictionary sometimes.

Also, here is another one. "The prediction can be verified, or otherwise, from observation." No context needed, "or otherwise" means if not in this case. Is it correct?

    Thanks,

Surely something was written before "the funds are not otherwise available."

That would describe how they are available. Maybe "your funds are available only in bitcoin by notarized request accepted on alternate Tuesdays."

There is no other way to access the funds.

Zoey, a better title would have been The funds are not otherwise available.

'Thread titles should include all or part of the word/phrase being discussed.'
