    Default "states" Verb or noun

    The initial reluctance of elites in former Yugoslav states to send war criminals to international courts left victims fearful that the butchers might return to power.

    Could anyone explain the meaning of this setence in easy way? Is "states" verb here?

    The leaders of the ex-Yugoslav countries were reluctant to send war criminals to court. This led to the victims (of the war criminals) being afraid that these criminals might return (because they aren't locked up).
    'States' is a noun.

    The former Yugoslav states are the countries which, together, used to be known as Yugoslavia. The seven former Yugoslav states are: Bosnia and Herzegovina, Croatia, Macedonia, Slovenia, Serbia, Montenegro and Kosovo.
    Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
