I capture a part of the sentences as below,
"Uncle Vernon swelled ominously. His sense of outrage seemed to outweigh even his fear of this bunch of oddballs."
Please help me clear my mind of the misunderstand...

" Aunt Petunia whimpered piteously. It could not have been plainer that she was thinking of what the neighbours would say if they caught sight of these people marching up the garden path. "

And then, help me on that above. Thank you!

Polyester, I do not mean to sound unkind, but it seems that Harry Potter may be a bit too advanced for your level of English right now.

Uncle Vernon was afraid of these people, but he was more angry than afraid.
Aunt Petunia was afraid that her neighbors would see these people coming to her house and that her neighbors would think badly of Petunia because she knew them and let them in her house.

It seems Harry Potter is difficult for me. When I read it, I can't imagine the condition of sentences. How can I improve English skills for reading?

Choose easier books. You will be able to read Harry Potter one day!

The challenge is that books written in more simple language may be boring for you. But even so, they will help you. Do you have access to a library with a "young adult" section?
