    doubt on 'To be "

    Dear Sir
    I have a one doubt ,please give the example
    The MBA results to be announced on 20th april.
    The MBA results is to be announced on 20th april.

    Your sentence needs a finite verb: The MBA results are to be . . .

    Note, newspapers often leave out small words, to save space:

    Headline
    MBA results to be announced on April 20th.
