    Default vocabulary

As regards the proposals for the treaty on economic co-operation, my government has certain ---- concerning them.

    A) complications
    B) reservations
    C) disturbances
    D) restrictions
    E) reductions

The correct choice seems to be B, but on what grounds can we cross C or D out?

    C) doesn't make much sense- if they had disturbances, they would either be mental problems or social unrest, and the latter would not be owned by the government. I think that with some more context D) could work- they could have restrictions imposed on them, constitutional/treaty obligations, etc, that might affect the way they looked at the proposals. However, it would require more information for that to be a viable interpretation for me, while a government can have reservations or concerns without the need for any further context.
