1. The ministry refused to ________ the figures to the press.

A. release
B. leak
C. show
D. add

Key: A

I am wondering between A and B.

Firstly, for A, I think it could be release st (not with to) like release the unknow stories/ images. If release can use with to somewhere/ something, can you guys give me more examples?

Secondly, I found one instance in Cambridge Dictionary: He leaked the names to the press.

I don't understand what the difference is between the above example and the question. They somehow have the same structure and content.

Hi Wai,

I can search Google and find many examples. However, I need a structure such as request st to sb which I didn't see in Cambridge.

A is the best answer. One does not usually refuse to leak something to the press. That said, C could be correct as well as A.

Ministries shouldn't leak things- they release them officially. Individuals might leak things to the press.

Using the word "leak" suggests that someone is giving out some information which they are not supposed to give out.
