No. Big buildings have architects, who concern themselves with all aspects of design, including the artistic, and also engineers who concern themselves exclusively with applied science matters, e.g, structural engineers (will it stand up in a hurricane a hundred years from now) and mechanical engineers (how will we get water and fresh air to the occupants, and dispose of their sewage).

But the architect is the boss.

There are also people who specialize in architectural engineering. My former college roommate is one.
