I don't know why I hear the pronunciation of 'luxury /ˈlʌkʃəri/', '/lugʒeri/' or something near to it.
Is this change allowed?

I don't do IPA, but both 'luk' and lug' are commonly heard as the first syllable of 'luxury'.

They are both 'allowed'.

I guess there could be a rule about it if there is /ʃ/ after /k/, is there? Or is it something that just happens while speaking?
