Could you please suggest me the right answer?

1. How many programs (is / are) there on your computer? (Should we take computer as singular or programs as plural?)

The verb must agree with 'programs', so 'are' is correct.

***** NOT A TEACHER *****

1. "How many programs ___ there on your computer?" (That is: "There ___ how many programs on your computer?")

When a sentence / question has the word "there," it often means nothing. Therefore, books tell us to ignore it in analysis. (Of course, you use it in speaking or writing.)

a. "How many programs ___ on your computer?"

I am sure that you can now choose the correct form of the verb "be."

Your thread title has nothing to do with your question. A good title would have been How many programs is/are there?

Extract from the Posting Guidelines:

'Thread titles should include all or part of the word/phrase being discussed.'

* * *

Are you really an English teacher? This is very basic grammar.

'Programs' rather than 'computer' is the subject, so the verb should agree with the former.
Is it correct?
Not a teacher.
