    what does the phrase "so to speak" mean?

    it means the same as 'so to say'
    when you are saying something and you have to use a certain word but it doesn't fit exactly what you mean you use that phrase to highlight that what you say is not 100% of what you mean. It like 'if I may say so', 'if I could call it like that' etc...
