Can you please tell me what does "as safe a bet as one can make" means in the context of "Forecasting is a tricky business, but this sentimentstrikes us as being as safe a bet as one can make"?

It is as safe as the safest bet someone could make.

My cat is as lovely a cat as I have ever owned.
(She is as lovely as any other cat I have owned.)

There is no bet without a risk because we can never know the future. However, a safe bet is one where the chances of being wrong are thought to be small.
