    Correct sentence

Is the following sentence correct grammatically. If it is not , kindly suggest ways to make it clearer.

    * A comprehensive and an intensive English Language Programme .

Would it be better if the above sentence is written like this :

    * A comprehensive and intensive English Language Programme .

    Thanks for your help.

As Cas noted, the second one is better. (It is, of course, not a sentence but a phrase.)
