[Grammar] neither of you has/have

I came across this question when attempting some grammar exercises:

"You are both guilty as charged for neither of you has/have an identity card on you now," said the policeman.

I thought the answer is "have" due to "you" but the answer key shows "has" as the correct answer. Why is this so?

I would choose "has" here. The sense is that neither one nor the other has an identity card.
