Hi,
I have seen "the president will address to the congress" and "the president will address the conference".
Are they both right?
Does the first one mean that the president will give a speech to the congress?
Does the second one mean that the president will give a speech in the conference?
So, can I say:
1. If A is going to give a speech to someone, then it's " A will address to someone".
2. If A is going to give a speech in some occasion, then it's "A will address that occasion".

(I think the phrase "address to the congress", in which the 'address' is used as a noun, is possible.)

I check it again. The original sentence is "the president will address his remark to the congress".
It's not written by the native speaker.
I am just wondering what is the correct way to use "address" as "give a speech".
1. What should I say if A is giving a speech to B?
2. What should I say if A is giving a speech about topic X to B?
3. What should I say if A is giving a speech in some occasion?

1. A is addressing B.
2. A is delivering an address about X to B./ A is delivering an address to B about X.
(I think you need to use the "address" as a noun here.)

I'm not sure about #3.

1. I will address in the monthly convention tomorrow.
2. I will address the monthly convention tomorrow.
