Hi,
I have seen "the president will address to the congress" and "the president will address the conference".
Are they both right?
Does the first one mean that the president will give a speech to the congress?
Does the second one mean that the president will give a speech in the conference?
So, can I say:
1. If A is going to give a speech to someone, then it's " A will address to someone".
2. If A is going to give a speech in some occasion, then it's "A will address that occasion".
