to ask or to have asked?

Hello, teachers!

I've found the following question sentence:

1. You're the fourth person that's asked me that today.
= You're the fourth person ( ) me that today.

Choices: 1) ask 2) to ask 3) to have asked

According to the answer key, the correct answer is 2).

I don't know why #3 is not the answer.
#2 is enough because the word "today" indicates that the phrase "to ask me that today" refers to the past?

2 and 3 are both correct.
