"What are you up to?" means "What are you doing?" or "What are your plans for tonight?"
"Kinda" is a colloquial version of "kind of;" it means somewhat or slightly. In this case, Rachel is going for a humorous effect; she is supposed to be on her honeymoon, but left her groom at the altar. It is a serious situation that she's trying to treat lightly by saying "Well, I'm supposed to be on my honeymoon, but I'm not, so I have no plans for the evening."

Joey is asking Phoebe to help him, but she doesn't want to.
