    No, it means that the next time her grades came out they were better. How much better we cannot be sure, but context might be helpful. My guess is that at the least she had passing grades on her next report card.

    ... well, still confused

    what dose 'turn around' mean here?
    what is 'to stay in school'?

    'Although my sister's grade didn't fall of the card' can be explanated as " though my sister's grade was not low'?
    and that 'of', should be 'off', isn't it? according to red's reply.

    "Although my sister's grade didn't fall off the card, she turned around enough to stay in school."

    My sister's grade was pretty low at one point, but she turned it around (raised her grade) just enough so that it didn't fall off the card (so that is was above a D); which enabled her to stay in school.
