Is it AE or a mistake?

Here’s something I came across on the Net:
Ignore lists are used for those people who's messages you wish not to read.1. who’s – I think it’s a mistake.
    2. wish not – Archaic? Emphatic?
What do you make of it?
    TIA

It is not a mistake, and I don't think it is especially AE. It is, however, a very formal way of speaking. Normally people would say "whose messages you don't wish to read."

In "wish not to read", the "not" negates the infinitve "to read" rather than the verb "wish".

Rewboss, do you really find wish not to read natural?
