    Question Phrase in a copy writing?

    Dear All

    Followings are part of copy writing in a Network product catalog.
    These 2 sentences and one phrase fill one section of the key features.
    It seems strange to me that 3rd one is not sentence with S+V but a phrase.
    One copy writer said that phrase was used to make an accent among many sentences. Does it make sense?

    "The system is designed with large scale implementation in mind.
    The system is capable of meeting the requirements of
    small to large scale deployments.
    The performance and flexibility being driven by network bandwidth, etc."

    It isn't a sentence, as you say, but from the context the meaning seems fairly clear.
