I'v encountered this phrase when I registered in a website, I think it i may ask me to custom or select some services.

    Thanks!

Although spectrum contract is new to me, if you provide the context in which it appeared I may be able to figure it out.

I preume it means that it is a contract covering a range of things, a spectrum, but that is a guess.

In many instances, the Spectrum in Spectrum contract seemed to be a proper name. (Indeed, that seems to be the case here.) In an least one instance, however, spectrum contract seemed to indicate that the contract was for a broad range of services.
