appear + adjective; appear to be + adjective

Is there a difference (in the meaning) between the two sentences below? Are they both correct? When can I use them?

    1) I appear to be suspicious.

    2) I appear suspicious.

Yes, there is a huge difference!

I appear to be suspicious means it has become apparent that you are suspicious of someone or something.

I appear suspicious means that someone observing you would suspect you of something.

I'm not sure what rule of English is at work here. I just know what I'd think if someone uttered one of those sentences.
