    Then, what's difference between the following one and "

    "The troubleshooting personnel must be familiar with the following tools:

    I think the main difference is that they use different words.

    If you are familiar with certain tools, it means that you at least know what they look like. In this context, it also means that you know how to use them, and implies that you have used them before.

    So really, it's just saying the same thing but using different words.

    "The troubleshooting personnel must be familiar with the following tools," suggests that in order to use the tools, they first have to be familiar with or "know how" to use them.
