No, u is not an exception to anything. We use an in front of words that start with a vowel sound. Examples:
    .
    an umbrella
    an ostrich
    an apple
We use a in front of words that start with a consonant sound (the letter y being considered a consonant). Examples:
    .
    a urinal
    a yew tree
    a youngster

    Uniform Resource Locator = URL

uniform - pronunciation begins with "yu-". That's why, the answer is "a".

URL = "Uniform Resource Locator" A chose "A" for this question. E.g: "a university"

    53.80% chose "an"?
    Holly ****.

Of course A URL is correct.

    Guys, you spell
    "A [you-r-l]" (U=you)
"A Uniform Resource Locator", because you spell [you-niform]

Even the whole word would need an "a", it does not matter:
    UFO - Unidentified flying object.
If you write the whole name, then you need the "an".
This is "an Unidentified flying object", because the U is a spoken vowel.
If you use the short version, you must not use the "an".
This is "a UFO", because you spell [you-fo].

Never care about the whole version of a word, only care if the letter (right after the a/an) is a spoken vowel.

    I hope this was understandable...

If a word begin with one of them,

It is an interesting question: an should precede vowels, a consonants, (and the silent "h"); I think an becomes a incorrectly by common usage. I believe that it should be an URL but through convention it is a URL. It could be down to URL being an acronym, an abbreviation that is pronounced as a word. I would suggest that if you were marked wrong for using either, you could argue your case. I think a URL is more common, but I'm not convinced this is correct.

    I must disappoint you.

    I've found an ultimate answer.
In this case you will not spell [yaltimate].
A universe without women will never exist.
In this case you will spell [youniverse]

It's doesn't matter what kind of letter it is, the only thing that matters is if it's a spoken vowel.

Just a read a bit more, this thread contains plenty of useful information

    Cheers!
