    We say to put out a fire, can we also say to put out a cigarette?

    Yes, "put out a cigarette" is the most common way to express that idea (extinguish a cigarette) in Standard American English.

    Here too, although if the cigarette gets squashed against something hard (like an ash-tray) we often use the verb to stub out a cigarette.
