    kind of weird (informal)
or kinda weird (less formal than that)

You should try a dictionary for the meaning of words.

It is my perception that John is more impressed by practicality than idealism.

John rides an old bicycle and wears old clothes. He is wealthy, but people who don't know him have the perception that he is poor. (People who don't know him think he is poor).

Politicians should avoid even the perception of dishonesty. (Politicians shouldn't do anything that might make people think, rightly or wrongly, that they are dishonest)

"Practically" has several meanings. Most often it is used to mean "almost."
I was practically finished with my work before John offered to help me.

    Regards

Sorry. I misread "practically" as "practicality".
