    How is right?

    Maybe I'm in wrong category, and I'm sorry for that.
    My question is.
    I often hear:
    1.The book is written
    2. The book has been written
    in the same situation, what's the differnce between them?

    The first would be very unusual. If used at all, I would assume it is being differentiated from a book on tape.

    The second could indicate recent completion of the task.

    People use the first sentence just for learning the basic of Passive voice
    The second is truly right

    I think it would be better to use a real sentence.

    Dinner is served at five o'clock.
    The lawn was mowed yesterday.

    I share the view that 1 is less common, but it does occur in literary criticism:

    The book is badly written.
    The book is written from the point of view of an English teacher.

    I agree with your examples of modifications of sentence 1. As it stood, it was badly written.
