    offer suggestion propsal??

    Hello! I wonder if offer, suggestion, prosal is interchangeable as follows:

    4.this report speaks for truth( or speaks for the truth?? Do I have to add article the or not????)

    why can't I use proposal or suggestion instead of offer? Could you be more specific?
    Also, I wonder if i can't say these reports speak for truth instead of these reports speak for themselves??? It is really confusing to me. help me!!!!!!!

    It's a collocation- if there's a good deal, reduction of price, etc, it's a 'special offer'.

    The 'reports speak for truth' doesn't work- it is far from clear what the intended meaning is to me. If they speak for themselves, then there is no need to coment on them because they have made their points clearly, rendering further comments superfluous. If they state the truth, then they are accurate.
