User blocked describes the state of being a blocked user

IMO, blocked user is adjective + noun, and "user blocked" is shorthand for "user is/was blocked".

    Re: Blocked

I would use 'user blocked' on a screen to inform someone trying to log on that they couldn't. The list showing all those users, I would title 'blocked users'.
