Default Need help to understand an idiom

Hello, and thanks for the help you could bring

I need help to understand Churchill's quote:
"We are waiting for the long-promised invasion. So are the fishes."

    Thank you

Isn't he just making the invasion sound a bit ridiculous and unlikely to happen- the fish are swimming around the sea undisturbed by an invading fleet.
