Smile covered in / by/ with

The whole countryside is covered (in / with / by) grass.

Is there anything different in meaning among it/ with/ by ?

    Please... tell me...

    Say:
The whole countryside is covered with grass.
If you would say the countryside is covered by grass that would mean the grass did the covering. Something can be dipped into something or dunked into something, but you can't do that sort of thing with countryside.
