    Default Are they English Proverbs?

I'm wondering if the following sentences are English Proverbs? If so, anyone can give me the exact meaning of each?

A staff is quickly found to beat a dog with.

He who would hang his dog gives out first that it is mad.

He who has a mind to beat his dog will easily find his stick.

There is a Yiddish one : those who wish to beat a dog will soon find a stick.

The nearest English one is "Give a dog a bad name and hang him".
