    What is 'arrested development'? (I'm not referring to the TV series w/ the same name)

    I've always believed in the adage that the secret of eternal youth is arrested development. Alice Roosevelt Longworth (1884-1980)
    What is arrested development in this sentence?

    It means that if the person develops fully into an adult they won't be eternally youthful- the youthful manage to stop maturing before they lose that quality.
